Strategy
Part of Media buying agencies strategy for 2027: a distinct role per channel
Television, audio, published media, out of home and platforms given distinct roles
Compare channel roles for an England media strategy using audience currencies, buying controls, creative needs and compatible measurement for review.
What to take away
- Give each channel a distinct jobtelevision for audiovisual reach, audio for listening occasions, published media for editorial context, out of home for local presence, platforms for demand or attention.
- Barb viewing, RAJAR listening, PAMCo readership, Route exposure and platform actions are separate currencies, so they cannot be added into one honest total.
- Compare channels against the same audience and outcome, and label England explicitly whenever PAMCo or Route data appears in the plan.
- Write a weighted split with clearly illustrative figures, then reject any channel whose critical dependency cannot be met.
Give each channel one job
Assign each channel a job you can test later, then check whether its currency can evidence that job. A single blended number across all five channels would be fiction, because the sources differ in definition, timing and ownership.
Start from the audience. The audience research guide shows how buyer interviews translate into the currency each channel reports against, which is where most plans drift.
Television and video
Television suits audiovisual storytelling and substantial reach. Separate broadcast, broadcaster video and other online video inventory, because their measurement and forecasting sources differ.

Barb measures total viewing across a UK television and video ecosystem. That is audience measurement, not evidence that an advertiser's creative sold anything. For supported Google video inventory, Reach Planner documentation describes modelled reach and frequency forecasts tied to selected settings.
Audio
Audio buys listening occasions that visual formats miss. State whether the buy covers broadcast radio, streamed services, podcasts or several forms, because targeting and measurement differ.
RAJAR is the UK radio audience currency and does not cover every digital audio placement. Creative length, companion visuals, device context and response route therefore belong in the comparison.
Published media
Print and publisher digital products carry context, specialist audiences or a defined editorial environment. PAMCo describes published-media audience measurement for Great Britain.
Keep that geographic label in your file and record the titles, formats and inventory actually bought. State whether the transaction is a named placement, an audience package or automated supply, because each changes verification and creative production.
Published media transaction type
What is being bought?
Named placement -> verify placement and creative
Audience package -> verify audience definition
Out of home in England
Out of home puts messages around travel, retail and local environments. Record panels, formats, illumination, movement, screen loops and proximity rules instead of a city name.
Route supplies Great Britain audience research for out of home. Its exposure estimates do not demonstrate an advertiser's business outcome.
England detail matters. London sites are generally controlled by transport bodies and their media partners, while regional campaigns often run through regional sales houses. Some locations need council or transport-owner approval, so check the planning route under the Town and Country Planning Act 1990 before committing.
Document the England label on PAMCo and Route reports, name the sales house or transport owner for every site, and keep written consent for any panel needing approval.
Search and social platforms
Paid search captures expressed demand, and social inventory builds or refreshes attention among configured audiences. Their signals are not equivalent.
Google's Keyword Planner guidance explains ideas, estimates and forecasts inside Google Ads. These are first-party planning outputs that depend on account inputs and settings.
Social plans need documented audience permissions, placement boundaries and account access, because those controls decide what a platform report can support later. Meta Ad Library shows visible ads, but not a competitor's targeting, complete spend or effectiveness.
Example: an illustrative weighting
Illustrative only, not a benchmark. For a £100,000 regional launch, a workable split might run television £30,000, audio £10,000, published media £10,000, out of home £25,000 and platforms £25,000. Weight each channel by the job it carries rather than habit.
If a preferred out-of-home site is refused consent, move that £25,000 to the best-evidenced alternative instead of trimming every line.
Choose a combination
Score each candidate on role fit, evidenced audience access, creative readiness, buying transparency, measurement suitability and operational capacity. Reject any channel whose critical dependency, such as written consent or verified account access, cannot be met.
Keep incompatible measures apart instead of manufacturing a total. If television reports Barb viewers while search reports conversions, publish both with their own definitions, because a combined number would mislead whoever optimises next.
Record fees, media, tools and VAT in separate rows, as this media agency budget template sets out, so the weighting survives a fee change.
Common questions
Which currency applies to each channel?
Barb covers television and video viewing, RAJAR covers UK radio listening, PAMCo covers published-media audiences in Great Britain, and Route covers out-of-home exposure. Platforms report actions and impressions inside their own systems.
Why can I not add television, radio, print, out of home and platform numbers into one total?
Each figure counts something different, from viewing minutes to impressions to conversions. Blending them hides those definitions, and the blend shifts whenever one dashboard refreshes.
What does an England plan need beyond UK-wide data?
Keep the Great Britain label from PAMCo and Route, then add the England layer: regional sales houses, transport owners, council approval for sites, and a record of what was bought.
How do platform forecasts differ from observed delivery?
Reach Planner and Keyword Planner produce modelled or estimated forecasts from account settings. Actual delivery and conversions arrive later, so treat the forecast as a plan input, not a result.
