Media agency return on investment with the decision rule set first

Measure media agency return on investment with a stated cost base, incremental contribution, agreed attribution rules and pre-set decision thresholds.

Calculate return on investment from incremental commercial value and the full cost required to produce it.

What to take away

  • Agree the ROI formula, baseline and evidence before launch, not after results arrive.
  • Use complete campaign cost as the denominator, not media spend alone.
  • Revenue is not profit; use incremental contribution after returns and fulfilment costs.
  • Attributed conversions are not automatically incremental profit or proof of agency return.
  • Set the minimum acceptable return, maximum loss and review date before spending.

Define the denominator

Choose a cost base and keep it consistent. For an agency appointment, the denominator may include media, agency remuneration, production, technology, data, research and irrecoverable tax. If a report uses only media expenditure, label it clearly. It cannot be compared fairly with a figure based on the complete campaign cost.

Use actual reconciled costs where available. Keep estimates marked as estimates, and state how credits, cancellations and costs shared with other campaigns were allocated. The commercial ledger should tie back to orders and invoices rather than a dashboard's spend column.

For multi-market or multi-brand campaigns, allocate shared agency fees, production and technology costs using an agreed driver. Common drivers include media spend, hours worked or the number of markets. Record the driver in the calculation sheet so a reviewer can reproduce each market's cost base.

Define the return

Revenue is not profit. Choose gross profit, contribution or another value that finance accepts, then deduct returns, refunds and relevant fulfilment costs consistently. For lead generation, apply a verified value only after accounting for lead quality and the proportion that becomes customers.

ROI formula worked example

  • £72,000incremental contribution
  • £60,000complete campaign cost
  • 20%ROI result

The basic calculation is:

ROI = (incremental contribution - complete campaign cost) / complete campaign cost x 100

Suppose an advertiser agrees these illustrative budget lines for one campaign:

Line / Amount

Media
£60,000
Agency fee
£12,000
Production
£8,000
Technology and data
£5,000
Complete campaign cost
£85,000

A controlled analysis attributes £102,000 of incremental contribution to the campaign. The calculation is (£102,000 - £85,000) / £85,000 x 100 = 20%. These figures only demonstrate the formula. They are not performance evidence or a target for an England campaign.

Separate measurement from causation

Google's first-party documentation lists website, app, phone and offline conversion actions for Google Ads. It describes global product configuration. It does not show that every recorded action was caused by advertising, nor does it validate the monetary value assigned to an action.

Choose a comparison method suited to the decision. Options include a holdout, geographic test, pre-agreed baseline or model reviewed by analysts. Document seasonality, price changes, promotions, stock and sales capacity. If no credible counterfactual exists, report attributed outcomes and the limitation rather than calling the result incremental.

Budget for usable evidence

Measurement has costs. Allow for tagging, quality assurance, consent management, data matching, analysis and independent studies where needed. State which work is included in the agency fee and which requires another supplier.

The ICO's Guidance on the use of storage and access technologies explains how UK rules apply when storage or access technologies support online advertising. Its guidance covers consent and transparency expectations but does not certify a particular setup.

Suitable privacy and legal reviewers should examine the real design. Missing or restricted data should appear as a measurement limitation, not be silently modelled away.

Set the decision rule first

Write down the minimum acceptable return, maximum loss, review date and person authorised to change spend. Include a data-quality threshold. A positive point estimate with a wide uncertainty range may not support expansion.

There is no single UK benchmark for minimum acceptable return. Derive it from the advertiser's contribution margin and required profit.

If a campaign must return a profit of 10% on its complete cost, and the contribution margin is 40%, the campaign must generate at least £2.75 of revenue for every £1 of cost. That equals a 10% ROI on cost. Change the required profit or margin and the threshold changes.

Review decision rule

Does return meet the minimum acceptable level?

Yes

Continue or expand spend

No

Stop, revise or run a better test

Judge the agency on matters within its control, such as agreed delivery, buying decisions, testing and reporting quality. Product pricing, website failures or poor call handling may depress business results without showing weak media work. Conversely, a strong sales period does not excuse unauthorised charges.

At the review, present complete cost, incremental value, uncertainty and non-financial outcomes together. Decide whether to stop, revise, continue or run a better test. Do not use a claimed industry ROI average in place of the advertiser's own margin, baseline and verified costs.

Preserve the calculation sheet and source extracts with the decision. A later review should be able to reproduce the result and distinguish revised business data from a changed attribution assumption.

Before you act

  • Agree the ROI formula, baseline and evidence before launch.
  • Define the cost base and keep it consistent.
  • Use actual reconciled costs and mark estimates as estimates.
  • Choose a value measure finance accepts, such as gross profit.
  • Document a credible counterfactual or report the limitation.
  • Write down the minimum acceptable return and review date.

Common questions

What should the denominator include for an agency appointment?

Include every cost required to produce the campaign. The body above lists the lines. For shared or multi-market costs, record the allocation driver.

How do you separate measurement from causation?

Use a comparison method chosen before launch. If no credible counterfactual exists, report the limitation rather than claiming incremental profit.

What should be included in the decision rule set before launch?

Set minimum return, maximum loss, review date, authorised person and a data-quality threshold. Judge the agency on matters within its control.
